LOLOLOL Folks are yearning to sue the PGC because they haven’t received their tags for the early opener.

15-Sep-23
Umm, they could have went to the counter and got them. I got all of mine for 5C and 5D a while ago. In plenty of time.

John, I HAD to get mine ONLINE from work in the 4th round. I get tags for 3D(my home area), 2D (the Keefer Farm) and 5C. I planned ahead and got one each in the first 3 rounds(in person from an issuing agent), but I am still waiting for my other three 5C tags. I leave Wed. morning for CAMP WHACK-A-DOE, so if they don;t get to my mailbox by Tuesday I guess I will only have 1 tag to fill and donate to HSH for the 5C Hunt. It will be HSH's loss................................................

I wonder if you could go to an issuing agent (sporting goods store, walmart) and get them to print your doe tag?

As I understand, you can hunt and kill but you can’t tag or move it, unless it’s tagged with the green tag. I may be wrong in my translation however. It’s for this reason why folks are upset. It appears to be that quite a few hunters took vacations and made arrangements for the early season and now cannot hunt. Their isn’t a perfect method.

Is a printable version, or printed receipt/tag legal to use until their official one comes in the mail... as is done with online car registration? It's 100% their fault if they can't manage to get them to us in time. We should incur no penalties in loss of hunting opportunity or fines for their incompetence.

As soon as the charge hits your CC, you should be considered , good to go. Just go hunt, it’s their fault.

I don’t think that is allowed Art. Don’t think you can do that either Jeff.

I found something on the PGC site about reporting an issue with tags, but don’t know if that will help me get the tags by Wednesday. I will call the Southeast Regional office tomorrow and see what they say.....................

OK- I just got off the phone with a nice young lady in the PGC Licensing Division of the PGC. She informed me that I can get a ZERO COST REPLACEMENT TAG for any tags that were not received from any PGC Regional Office. She said she could print them and mail them out from H-burg but obviously that would not help. She said they were mailed out on 9/7 and allow 7 business days so I should have had them on Friday. (She was even nice enough to make a notation in my PA HUNT/FISH file indicating I talked to her today) Now, if they are not in the mail by tomorrow, I will just make the short drive from K-town to the SouthEast regional office and get replacements on Wed. after we set up camp. Problem solved! : )

Not perfect, but at least they are offering a solution.

From: Rut Nut
18-Sep-23
Yep- there is still a chance I get them in the mail today or tomorrow.......................but at least now I know I can get replacements (if need be) and use them on Thursday!

SO you were CLOSE Art! (can't get them at an issuing agent, but CAN at the Regional Offices ;-)

From: Bob McArthur
18-Sep-23
Let's see, you bought the tags online, paid for the shipping and handling, and may have to spend your time and gas driving to the Regional Office to pick up replacement tags. I have to ask, will they refund you the money for the shipping & handling charges you paid for?

From: Rut Nut
18-Sep-23
Bob- $1.82 S&H and less than 10 mile drive to Regional Office from Campground MAYBE another $1.80 in gas. Can stop on my way out to set up stands Wed. Afternoon. WELL worth the $3.62 to get out of the 1980’s and leave the PINKS behind! ;-)

Rut, from the beginning you've failed to see my point in all of this.

19-Sep-23
On that last draw day they had a warning pop up that you may not get them in time for the hunting season opener and if you needed them the opening week you should go to an agent. Rut......did you not heed their advice? I'm shocked!! I got mine 4 days after the draw.

I know Griz- unfortunately I could not take any time off work that day to get them in person. I had 2 options: 1) take the risk that they sell out before I could get to an issuing agent in person or 2) do it online and risk not getting them in time. I figured better get them late, than risk not getting them at all. GLAD IT TOOK OPTION 2! ;-) They sold out before 5pm and I only get home at 5:15..............................................

Bob- and from the beginning you failed to see my point in this too! Nobody expected this roll out to be perfect this year! If you did, you were foolish................................ We all knew there would be growing pains, but in the end it will be WELL worth it! Now, that said IF we have the same problems next year, then I will be at the front of the line questioning the PGC and the vendor!

Just hang in there and let's work on this system to get it working like it is 2023/24......................................................NOT 1983/84! ;-)

So to follow up................I never got my 3 tags for 5C from the 4th round. (My buddy said he JUST got his 3rd round tag last Saturday)

Called Harrisburg and the supervisor of licensing division said I could get replacements at a PGC Regional office. So I go to the Southeast office on Wed. And they tell me they “can’t do that!” I very politely tell them the Supervisor in Harrisburg said they COULD! ;-). So they say “well, we will have to call to verify that.............” So I said PLEASE DO! After 10 min a Supervisor came out and with a VERY stern look on her face told me “you know it is a serious violation if you try to fill those(voided) tags..............” I assured her that I know they are all numbered and that if I try to use the voided tags, someone will know! So it took about 20 min, but I did walk out of there with my tags. And as of yesterday’s mail, I still have not received the original 3 tags that were supposedly mailed out on 9/7........,,,......,,,,..,,,,

Well, last week I wrote off those doe tags as lost in the mail. Remember they were supposedly mailed on 9/7. I figured if they did not make it by last week, they were never gonna make it. Well, guess what came in the mail on Saturday? 5 weeks after they were mailed out......................

They BETTER get this straightened out by next year! : (

I think I will send these (VOIDED) tags to the PGC Licensing division with a note explaining what happened and requesting that they(PGC) urge the vendor to get their $&@% together in the OFFseason so that we all get our tags by OPENING DAY next season!

Couldn’t have happened to a better person. Someone who wants to see the change successfully carried out AND who is willing to work with the system to make it better.

I didn’t have any issues at any point in the process but I also wasn’t caught up in the “me first” mentality when licenses went on sale. Still, the system needs to be improved and everyone needs to take a deep breath and relax a bit. Change takes time and I don’t know of many changes that are perfect in the original design.

I spent decades working with healthcare systems that automated what were paper processes. The first step is always identifying workflow. Automation works well when the process is designed to take advantage of it. Automating a bad process May do more harm than good.

It appears that while one issue - eliminating mail-in applications to the county treasurer - was solved, there was no consideration to improve the process of printing and mailing the licenses. It’s just a poor implementation of this system. Let’ s face it, Amazon handles exponentially more orders each day and, in most cases, can have the product on your doorstep in one to three days. Somebody from the vendor that processes the license sales should talk with Amazon about how to make it work better.

From: Griz

Amazon could probably figure out how to sell the licenses, print them, and deliver them to you in your treestand within 15 minutes and reduce the cost to $3!!! And not spook any deer in the process LOL.

I work in automation, as in the concept, design, build, conditon and comissioning of hi-speed automation. Phil's comment is spot on.

"The first step is always identifying workflow. Automation works well when the process is designed to take advantage of it. Automating a bad process May do more harm than good."

Automating a bad process.... That is EXACTLY what was done. As I have oft stated, West Virginia's system, whereby you purchase & print your tags online is in place. It was in place 20 years ago. The only reason change takes time is because we allow it. We shrug our shoulders and go "Oh well...maybe in the next update" The bar was set low and the PGC still couldn't get over it.

When I am tasked with a scale up, taking hand assembly or a semi-automated assembly process and scale it up for higher volumes, I'm given a timeline, a budget and resources. The timeline is fixed. The budget, usually a some overage is anticipated. Results? Needs to produce at rate within the timeline. There is no, "Well we'll get it right next time." No, there's accountability to the customer and the company. Perhaps it's time that the PGC commissioners are not political appointees. And look at the executive team a bit. Maybe get some folks that have real life business experience meeting customer expectations. Look hard at the IT and Automated Technology services. Make sure they're not stuck in 2001. And while they may not have designed the system, they ARE responsible for it. No passing the buck. I buy a piece of automation, guess what? I'm responsible for developing all the requirments and ensuring those requirements are met. Ultimately, it's MY ass on the line. Cuz unlike government and pseudo government agencies, accountability still exists.
