Standard body armor some with level threat enhancements
The bill is vague by design and it will probably end up trying to outlaw all of it.
I am sure that some preppers would buy some of it but honestly the high level threat is so heavy one would have to have a very specific situation they were getting it for to even want it.
Basic levels are not very expensive and would be in line with what most preppers I have met have
