In the real world, half of that $20 starting point (which is actually $10, not $13) would be a more reasonable starting point for negotiating.
Following your model, that halfway point for Seattle would actually be $14.66 (based on a minimum wage for Washington state of $9.32.
My point was that a $20 starting negotiating point is/would be ludicrous, and half of that would be a much easier sell.
The oppposite is also true.
Two things that should be required before you graduate from high school;
Care for an infant 24-7 for a week
Help run a business with multiple employees for a week

In this world one gets paid what they are worth. Unskilled labor is worth $7.25. If it where automatically and artificialy set at $20. What of those semi skilled workers is it fair that hey are making the same as a part time worker or drop out burger flipper?
So if we give the semi skilled 30, what then of the skilled and so on up the ladder.
Your Henry Ford scenario is flawed. He knew the workers would never work in his sweat shop at the low prevailing wages. It would be better and easier for them to go be coopers, shoemakers, wainwrights etc. So that greedy capitalist Ford raised his wages to keep workers so he could realize his dream.
Same mechanics work today. You get paid what you are worth to the boss.
Do something worth more than $7.25 and you'll be paid more than $7.25, if they insist on paying you minimum wage and you are really worth more, someone else will obviously pay you more.
I'm a headhunter, I deal with people and their careers and their salaries every day. Why should a business owner be forced to pay an employee something other than what he thinks they are worth? Oh yeah, I forgot, it's because they didn't build that. The business owner should remember that the Federal Government is responsible for his success, it's wasn't his efforts, and his risk and his sweat. Funny how most of the people who feel this way work for governments, schools, unions etc.

Minimum wage is entry level. Raise it and you will slam that entry door to a great many people getting and having jobs.
For that matter.... much of the "child" labor laws have screwed this country up. It's near impossible to hire a even a high school kid for all the rules.... once hired there is very little they are allowed to do. So kids are raised not having the self discipline learned by good honest hard work. Learn very few actual skills. Denied the self reliance of having made their own spending money, learning to save for what they want. Given an "allowance" that they will never appreciate nearly as much as money they earned by their labors.
They are however allowed to sit around, play video games, watch movies, hang out at mall's etc. bored and looking for trouble. All they learn is avoiding hard work and develop a completely bloated self centered self image. Learn to become liberal leftists who think the world owes them something for simply existing.....

This past year I received well over a 10% raise not including a bonus. Wanna know why? Wanna know why this Sr Machine Designer of automation with only a two year degree was rewarded in such a manner? I add value to my company. I have busted my ass , not by doing minimum skill jobs, but by taking on more and more responsibilities while adding skills that make me a valuable asset..
If your greatest skill is to ask " do you want a large fry with that?" Then guess what? You're worth $7.25 an hour. Period.

You guys are totally clueless as to what even a $7.25 an hour pay rate works out to actual labor costs in the end. Unemployment, workers comp, SS, TDI, healthcare and other benefits, not counting the time, expense and paperwork to deal with just having one person on the payroll. You wouldn't know because you've never created a job, hired anyone or had to make a payroll in your lives. If you had we wouldn't even be having this conversation.
The government both fed and state is oppressive in their reports and requirements. Withholding, filing other peoples taxes FOR them, in essence being the tax collector for the government.... It would be an entirely different country if each person had to sit down, use THEIR time to fillout the forms and write that check every month or every quarter to the government out of their own account. Then they would really see what's going on in this country rather than look at a "refund check" as a bonus every year....
I've had more than a couple years lately where minimum wage was lookin' pretty good when you put in 70-80 hour weeks for less, sometimes nothing, even red numbers for a while. Please excuse me if I seem less than sympathetic.
If you aren't makin' it part time, get more work, get another job. Same applies if 40 hours isn't enough. If all you can do is change out fry baskets then do something to improve your skills, night class, show some initiative, something. Start your own business. If not... you are where you are because you chose not to change.

Close the border; enforce immigration laws. Then turn labor laws, unemployment insurance, welfare, environmental regulations, etc. back to state control.
If a state or lesser government unit wants an $87.50 minimum wage, let them have it. We would soon learn the impact of a high minimum wage. Maybe we would all soon be clamoring for it where we live. Our local politicians would have to listen because they have to live with us.

Minimum wage increases are pay cuts for the middle class.
Smaller middle class with a larger upper class is the result and the upper class convinces people to blame the corporations when the actual cause is the minimum wage.
If the Democrats really wanted to help the worker rather than themselves they would push wealth distribution through Earned Income Credit.
