NO church is permitted for any of that. The permitting they need is to build the structure only.
NO religion is tolerated to endanger life, liberty, or property. If they do, or attempt to, then the provisions of the 1st Amendment no longer apply to them and hence, not protected.

You don't have to disclose any of the religious rites or ceremonies. Again, they cannot take away life, liberty, or property without you freely giving it. If that is the requirement, you have the choice to go somewhere else. Sharia Law is illegal in this country and forcing it is even more so. Sharia Law is religious government and not the supreme law of the land (in the USA).

Think about the comment you said about not being able to build a pig farm downtown. Maybe that's NOT a good idea, because everytime the muslims want to build a mosque, just build a pig farm next to it!!! No muslims and more pork chops...a WIN/WIN!!!
Woke up at 5am to "The sweet music to Obummers ears" 1st morning in Turkey years back, oh this is interesting he must be close because he is awfully loud, upon looking out the window I discover the mineret but no prayer caller just a mass of speakers at the top. How disappointing they break with tradition and use modern western invented electronics instead of a bigmouth disciple of Allah.
I think the call in for the coordinates for a JDAM going into a taliban household is a sweeter sound.
If the other functions relate to harboring terrorists, engage in acts of sedition and /or insurrection, then no, they cannot have their building. Too bad those banger heads (radical islamists) have screwed it up for the rest of them (muslims that don't want trouble).
