Yes indeed, if the head was Obama's there'd be hell to pay! The painting would be blasted as a politically incorrect, blatantly racist, terrorist threat. But the white guy, no problem.

So, is the outrage over the painting, or the school allowing it to be displayed?
Personally, any painting depicting a severed head is tasteless to me, regardless of whose head it is. Then again, I find a lot of "art" tasteless.
