"Justine Damond called police just before midnight Saturday to report a possible assault in the alley behind her home. Two officers responded in a squad car and, the Star Tribune reported, Damond went to the driver’s door in her pajamas; the officer in the passenger seat fired, killing her. The death of the 40-year-old Australian woman who was due to be married next month prompted global outrage as well as questions on why the officers hadn’t turned on their body cameras in line with the department’s rules."

The big question now is why the body cams of the officer was off.
You would think it would be automatic. Being able to turn it on and off at will defeats the purpose. I'm generally Pro cop, but I'm leery here, white cop, Muslim cop, whatever. Fishy MD

He didn't have to shoot her though. He could have just as well thrown acid in her face.
Family/fiancée had a heartbreaking news conference yesterday.
The body cameras should have been on - it can protect the victim or the officer depending on what it shows. Shooter was 2nd year, driver was in his first.
There has been no news from either officer as to the what they thought they were shooting at.

I'm not sure what happened here but one thing I do know is that I'm not going to pass judgment one way or another until I know all the facts. On the surface it looks really bad. It looks worse because no information or very little is being released at this point. All I can do is pray for the victim's family and for the officer involved. Terrible tragedy.
Very odd. I'm guessing there are a some puzzle pieces that will help explain it although obviously something went terribly wrong. Initial reporting is often inaccurate and missing a lot of facts.
My guess is this incident involved some very unsafe and inappropriate firearms handling, particularly given the fact both officers have very little time on.
I live in a suburb very close to this. Minneapolis is insanely liberal (to the point where there are still many yards with Paul Wellstone signs in them) to it's own detriment. I can only believe they are trying to think of a way to spin this to minimize damage to the PD & the City. Mayor Betsy Hodges is as bad if not worse than Gov. Mark Dayton (Gov. Goofy)......& that's saying a lot!

Its either intentional due to malice or he perceived a threat, or it was accidental. More info is needed. Intentional or accidental, something must have prompted him to unholster his weapon unless he was holding a rifle or shotgun which seems odd responding to a call as described.

I spent a week in the cities visiting my wife's family last month. Like many urban areas its amazing how different a 40 minute drive can make. We were at Mall of America for a morning and then went out to Delano to catch her college friends kid's baseball game and pizza at the local spot. I had to take my kids aside and explain the clothing and neighborhoods we saw in the city as they were wide-eyed. An hour later in Delano I felt like I had stepped into my little home town from 30 years ago.

Cops are poorly trained period. Our sheriffs receive 6 months of class room training in their first 10 years on the job. The rest is riding around with other cops sharing bad habits. It's not their fault that they get paid squat and then get little training while having to baby sit millions of really stupid people.

that's a terrible story. running up to cars in the middle of the night after reporting some sort of problem doesn't enhance your odds of not getting shot, but obviously, I have no other details than what's in the news article.

I listened to the audio. It does sound nonchalant but keeping calm is important during stressful situations requiring a clear head. Like your partner just killing the lady you were talking to and now you are administering CPR.
Some body cameras have the ability to be shut off for the officers privacy while doing his or her thing in the restroom. Typically a squad cars camera will only activate when the lights and sirens are turned on.

Yep. Will be interesting find out what happened. Losing someone too soon is always awful but under weird circumstances like this just adds to the pain her family is in.
Ben I was hunting coyotes by myself at a ranch I hunt. I spotted one and killed the motor. Rather than get out I decided to just shoot from the drivers seat through the passenger window. I was using my .284 at the time. Well that shot inside the cab liked to popped my eyes out. Well, I'll never do that again. There's going to be a trial on this. A cop shooting a woman in her PJs, not good.
Could it possible a very sizable portion of our the American population is suffering and in serious need of medical help? The frequent numerous accounts of actions that raise your eyebrows or find yourself scratching your head is absolutely frightening. Better life through chemistry may be one culprit, and I believe that it is, but something innate, DNA related, is raging from within and surfaces without warning. America has become a very unstable place with apparently likewise unstable people.

I shot a fox through the open passenger window of a small pick up truck while I was in the drivers seat. I couldn't hear right for two days. I was using a 222.
I heard an interesting take on this tonight from a former LEO who was on Fox News. He made the point that these officers were responding to a report called in BY A WOMAN to a sexual assault that was occurring. Now while the officers would be obviously cautious in a circumstance like this and on "alert", one would think that if approached and even startled by a WOMAN who was at their car that just MAYBE their first reaction would be that the woman is either the caller OR the victim???
I also heard that while the officer who didn't do the shooting has agreed to be interviewed and questioned Noor has not.

The partner of a Minneapolis cop who shot dead bride-to-be Justine Damond was ‘stunned’ when the officer opened fire through a squad car door, sources say.
Officer Matthew Harrity, who was in the driving seat, was speaking to Damond after she called 911 to report a sexual assault occurring near her home, when his partner reached across him and fatally shot her in the abdomen.
A police source told KARE11 that Harrity was ‘left stunned’ by Noor’s actions.
The revelation makes the motive for shooting all the more mysterious as it appears that Harrity did not view Damond as posing a threat.
The Bureau of Criminal Apprehension, BCA, investigating the incident, is remaining tight lipped about what happened late that Saturday night until they finish interviewing Noor and Harrity as part of their probe.

Just before 11:30 p.m. Saturday, officers responded to a 911 call made by Ms. Damond, a 40-year-old yoga and meditation teacher, who reported a possible assault near her home.
According to the account by the Minnesota Bureau of Criminal Apprehension, which is investigating the shooting, the officers were driving through an alley, the lights on their squad car off, looking for an assault suspect.
“Officer Harrity indicated that he was startled by a loud sound near the squad,” the statement said. Immediately afterward, Ms. Damond “approached the driver’s side window of the squad. Harrity indicated that Officer Noor discharged his weapon,” striking her through the open driver’s-side window.
The statement from the agency added that both officers immediately left their car and “provided medical attention until medical personnel arrived.” A cellphone was recovered near Ms. Damond. No weapons were found at the scene.
Ms. Damond died of a single gunshot wound to the abdomen, according to the medical examiner’s office.
Loud noises in the first part of July? My neighborhood starts the fireworks in June and they go on until they run out mid July. Nothing crazy, but common to here a few each night on either side of the 4th.

When you're being trained in combat pistolcraft, the mantra is "look at their hands" when you're going through the fun house. Police officers are taught the same thing. If the facts are as reported so far, I would be surprised if criminal charges are not filed against Officer Noor.
I'm not ready to believe that the officer even heard a loud noise given that all three cameras were turned off.
Again, the facts of this case reek. I understand that police officers must be on high alert when responding to a call, and that sometimes, reports are called in to bait someone to a location for an ambush. But when a lady in pajamas approaches a police car, and the report is a lady reported a possible sexual assault, the first reaction can't be to shoot the lady. After all, they were running with their lights off, so it's no surprise they could not have seen her easily.
I have other concerns about this, since it's also come out that in just two years, this officer had three serious complaints against him. Minneapolis will pay a high price for this hire.

Its being reported that he told friends he perceived a threat after hearing the loud noise and then seeing her approach the window with what turned out to be a cell phone.
A lot of blanks to fill in. Did they communicate with her or issue any commands, did the officers communicate with each other during him perceiving a threat, did the other officer perceive a threat, lighting, her appearance, distance, posture, etc.
As stated above, hard to imagine responding to a call placed by a woman reporting hearing a possible rape and then shooting a woman approaching the car when you get there.
The problem is the other officer was quite surprised by the gunshot. That tells me he didn't perceive a threat, and he would be the one in the best position to see her.
Now, Harrity's non chalance on the radio call may add up to me: He's in total frigging shock and is thinking this crazy son of a bitch may turn the pistol on ME next! Play it cool. Harrity clearly sees her coming and recognizes there is no threat. Noor sees someone running up to the vehicle after the loud noise with something in their hand. He may not even be able to recognize that it is a woman from his angle in the passenger seat. He instinctively pulls his weapon and fires killing the victim based upon his perceived threat. Seems like the logical explanation for what happened?
No idea what the police chief is doing on her personal trip but it must be major to not come home for this. I saw a pic of her wearing a hijab during some sort of office day of solidarity type thing. Considering how women and the hijab fit into Islamic culture and law, its odd seeing a lesbian ok with using it as a sign of togetherness.

Possibly. Or, Noor had his handgun out and his finger on the trigger and some loud noise or other stimulus invoked a startle response and he cranked one off.
Not sure this is so much a result of affirmative action as it is an ever diminishing pool of good applicants for law enforcement jobs. Tragic, regardless.
Brotsky, I agree and believe without a shadow of a doubt that through fear of an uprising, and they are afraid and weak, the arrest would have made post haste. This entire episode is a microcosm of the ineptness that the federal government has imposed upon the American people through their ridiculous policies of "group representation". With all due respect, there IS a shortage of good applicants, and a good number of police agencies are struggling to fill vacancies. With fewer applicants, pressure to fill squad cars equates to flyers on applicants who don't belong in law enforcement.

Mad Dog. That's BS. No Police Departments where I work can keep up with hiring right now. Very few people want to enter the Law Enforcement field and who can blame them. This is the worst time to be a Police Officer in my 23 year career.... since the Rodney King and Malice Green incidents. I don't know anything about that Department.... but apparently the community has a lot of Somali Americans and hence their Department reflects the community..... AS IT SHOULD. No different than Dearborn Michigan. They have a lot of Arab Americans in their Department. Stop focusing on the nationality or religion of the officer and focus on his ACTIONS.
The biggest red flag factor I see in this from what has been released is the Officers were rookies. I think one of them had 2 years on the job and one has 1 year. There have been a lot of ambush style murders of Police Officers in recent history. Officers are on the alert and on defense. That being said you damned well better know what you are doing pointing your gun at someone and God forbid pulling the trigger. You had better be able to articulate that you are in fear for your life or someone else's life... in this case his partners. If it was an accidental discharge he is screwed. If he perceived a threat and it turned out to be an unarmed lady in pajamas..... he's screwed...... Either way.... unless something else comes out..... A tragedy occurred and a lady that called the Police for help died.

Rocky.... Sorry to disagree. You want a formula for a disaster like the 1967 riots in Detroit... then have an all white Police force in a predominantly black community. Same goes for ANY city of ANY demographic. Read up on all the studies of community policing..... the best practices of community policing involve the demographic of the Police Department matching as closely as POSSIBLE..... of that in the City they serve. No.... that does not mean quotas.
The Officer involved moved to the U.S. at a young age it was reported. He's as much of an American Citizen as you are....

Thanks Kevin. I've served in a city that borders Detroit for 23 years.... all of that responding to calls for service in a scout car. We are down from our high of about 140 Officers some years ago.... I think we're closer to about 115 now. We don't have the day to day violent crime that Detroit has..... but we keep busy and I've seen enough. We handle roughy 60,000 calls for service a year. Thank God I have never been shot at or had to shoot at anyone else and I'd like to keep it that way for the next 3 years until I retire. We buried one of our Officers today who died of a heart attack at age 60 before he retired..... and I've lived through the suicide of a friend and brother Officer of ours and one of our Dispatchers. My step son tried to get hired on in our Department but he didn't get hired.... and has gone on to other pursuits. Thank God. My wife is one of our dispatchers....she has her own stories from 18 years of working 911.

My Dad retired from a 32 year career in LE in the eighties, just as affirmative action was starting in his city. He said that because of the political pressure to hire from "the community", regardless of qualifications, they were bringing on individuals who should not have been on the force. Some had criminal records and many could not even read or write at a junior high school level. The state (taxpayers) had to pay for courses and tutors to try to bring these individuals up to basic English levels. Affirmative action and political correctness run amok.
I do believe it IS a great benefit to have a certain degree of officers that mirror the populace of the area. However, it is counterproductive and dangerous when it is FORCED through quotas and the lowering of standards. This may or may not be the case here, but let's not deny this is a major problem. AL Sharpton (very frequent Obama WH guest) And his appearance on the NY anti cop/anti white agenda of the late 80's convinced me not to go on the job. Saw this day coming. It only makes sense that a police agency in any given area will somewhat match the demographics of that area. That's just the way it is. No more money than they make, plus the crap they have to put up with, means that is just the way it is going to be with very little politics involved.
As far as the shooting goes, unless some smoking gun comes out we haven't been informed of, this guy is screwed. And, should be.
I am as pro law enforcement as any human alive. But, this guy made a very grave error in this situation. While his job puts him in that situation to begin with, the effects have to be taken into account. What we know is an unarmed white women was shot dead. By the same officers she was trying to help. After calling 911. Had she been holding a gun or acting irrationally, I'd give the officer grace for his actions. Simply based on the same responsibility he is given to enforce the laws. But, it appears she wasn't. And, now she is dead.
I do find it ironic the same morons saying the fear of gun violence is what killed her, refuses to admit that a gun is the only thing that may have saved her in this situation. I know that's a grave thought process but, in this situation, due to what appears to be nothing more than an extreme error in judgement on the officers part, had she had a gun, she could have at least defended herself in theory.
I know why she didn't. She simply thought she was in no danger. Well, in today's world, just as in the past, no one deserves trusting until they've earned it. And, that officer in no way showed enough competence to ever earn that from anyone.
I'm sure he's having a hard time with it. I'm sure everyone involved is speechless over this result. Whatever comes of it, this man does not belong wearing a badge and gun unless something new materializes.
I suspect the facts are known by the investigators. I just lost a family member here last month that was killed in the line of duty by a fellow officer and an officer from another agency. It took weeks before they ever released the details on what happened. Because it looked really bad for both agencies. And left no alternative but the, " I'm sorry". This response mimics that. You have made my point. I lived in Philly when Martin Luther King was capped and Philadelphia was the only major city across the nation that did not burn. You live and police in FEAR of repercussions as you have attested. The Mayor of Philadelphia at the time was Frank Rizzo and crime committed by any color in Philly was met with swift justice and yes with fear. Today LE is on their heels and live in fear themselves of criminals who have the backing of a rioting populace. There is only one way to put down a revolt and that is with strength. This soft pedal approach has caused exactly what we see everyday. People rioting and destroying private and public property and the police standing nonchalantly by allowing to escalate without intervention because of: FEAR. My father once asked me who the most dangerous man in the world is? At the time I said Willie Sutton who had escaped from every jail in which he was placed. My father said look at me and I did. He said the most dangerous man in the world is the man that has nothing to lose. This man is the great destroyer of all things. As always he was correct. America has reversed nature's law that claims "the strong survive". Nature will have the last word. Bet on it.

Lots of conflicting reports. Some say multiple shots, some say one. Unlikely that if prepared and armed she would could/would have drawn and stopped the threat since it appears to have happened fast and obviously from an unlikely source.
If she somehow would have, it would be an equally odd case and likely a mess. She may have also had to engage the driving officer who probably wouldn't have known she was defending herself as she drew and missed him by inches to stop his partner.
All messy and undesirable outcomes but dying still ranks lower.
It's a tragic kluster***k of the first order. No one wins this one.
I highly doubt her outcome would be any different if she were armed. In all likelihood, it would have just created an even shittier situation where the driver would have been involved in it too. Would it be a better outcome if the driver was injured, dead, or forced to discharge his firearm in a bad shoot?
It certainly is a no-win situation.

My guess is that he had is weapon drawn already. I would think normal reaction would be to yell a command to her or a warning to his partner as he drew. If the report is correct that his partner didn't know Noor was engaging until he fired are true, that would mean a very quick shot.
Maybe as they rolled up the fireworks made him think possible gun fire and he unholstered.

Yep, if she approached them with a .380 in a holster (like I would have being outside checking out a possible rape waiting for the cops) she could have ended up dead.
He likely had his weapon drew alteady is my quess as well. Which is why the shot startled his partner. And, it's dang near impossible to conceal a handgun wearing pajamas. That's the one thing that sticks out in this to me. And, anyone who has ever carried much would know this. Nor does a cell phone remotely resemble a gun. These are the truths of it.
Ike I'm not suggesting approaching any police officer with a brandished firearm. I'm saying take responsibility for your own safety. Legally the supreme court feels it's your responsibility to do so. And, There aren't enough officers to do it for you.
I've carried a gun for a living. I have family and friends that still do. Owning or carrying a firearm does not make you the bad guy in a police officers outlook. Be honest with them. Give them the respect they deserve after making them aware you are carrying, and they'll treat you like a human.
It has become protocol for officers in these rough areas to treat you like thug until verified differently. I don't blame them for that. I blame politics for that. The truth is we'd never be discussing this had the victim and the person she called about being raped, had been carrying a firearm. That's the point worth making. Society itself is different in these areas. Making these happenings and, these errors so rare, it can't even be discussed as a variable.
You cant rationalize life that way JLS. What you can say is if this had been in an area with a healthy exercising of the 2nd Amendment, the only call that likely would have been made was to come and get the dead rapist. Instead, an innocent women, trying to help another citizen in stress, resorted to calling the police for help. Now she's dead. Didn't work out well at all for her did it?

I believe Pamela Gellar was also perpetuating the story of the Muslim gang rape in Idaho. Not sure I would put a lot of stock in that without some other corroboration.
As an aside , if Noor is compelled to talk to his department under Garrett rules, anything said can only be used for disciplinary measures and not the potential criminal trial.

I think you are confused as to what I was referencing. The link posted said Noor was "ill tempered towards women and blacks". Without some other corroborating source, I'm reluctant to take the statement at face value. I'm not spinning anything, I just find Gellar to be prone to exaggeration and embellishment.
Heck, for that matter I tend not to believe much of anything without other corroborating sources.

Chief of police chit-canned.
This is a strong indication that this investigation is not going to go well for the Officer involved and the Department. A similar situation occurred in Inkster Michigan recently when an Officer was caught on video beating a man. The Chief of Inkster resigned during the investigation and the Officer was charged and convicted and went to jail.
The Chief resigns. She worked her way up the ranks and in 2012 was appointed chief, becoming the city's first female, first openly gay and first Native American police chief.

I am awful curious what's on the video the bike rider took.
A lot to be curious about. The released facts are still cloudy and a whole bunch more are needed to unravel what happened. Articles are still reporting she died 20 minutes after being shot but the timelines being reported all show 10 minutes. I was wondering why she wouldn't have been at a trauma center 20 minutes later in an area close to paramedic response.

Why is training time an issue? How long does it take to train someone not to draw his weapon and fire on a suspect if there is no threat?
This is an example of an individual who should never have been allowed to be a cop and I bet there were trainers who knew it and did nothing because of race.
Heard on local radio this morning that off the record other cops considered him high risk & would not ride with him. That's why he was partnered with a rookie.
I've met several cops with the Napolean complex (aka: small man's syndrome). Their guns are an extension of their diminutive penises and fragile egos.
Sounds like this cop was one of those types.

For the record, I mean no disrespect to BIG BEAR. In general, cops are usually great people, in my experience.
But, I'm sure most of us know the type of cop I described above.

I like how the know nothing 2nd guessers come out of the woodwork when this kind of thing happens. Personally I give the benefit of the doubt to the police until proven otherwise. Theirs is a thankless hard assed job and I am personally thankful for the ones who are doing it. Shooting an unarmed person like this is a career ender but it's not necessary criminal.
SA: the police in this instance were wrong from the get-go. Neither dash cam nor their body cameras were on in violation of department policy. That has been reported in most news about this incident...no second guessing that both officers screwed up.
