The cop had noticed that those light poles were missing from a bridge. Turns out those crooks had been selling metal to a dealer for some time.

I'm friends with several linemen. They tell about safety videos they have watched and the stupidity of criminals. One shows a black spot on the gravel of a sub-station with a pair of bolt cutters next to the spot. The black spot was all that was left of some guy who was stealing, or attempting to steal, copper wire. He attempted to cut a very high voltage wire.
