Ford Ranger E brake

My 2009 Ranger's Emergency break is locked up on the Driver rear tire. I need help. please. jeff

Cables can get rusted or damaged. The problem is since it's locked up you can't tell if it's a mechanical issue inside the drum. You could back off the brake adjuster until you can pull the drum off. Disconnect the cable at both ends and see if it moves inside the sheath.
