That said, placing the sole blame on "enforcement" is disingenuous at best. Society needs to enforce its own. She's as guilty as the rest of us to that extent.

GG, I believe "society" did their part with this individual. Many people called the authorities saying this kid was a time bomb. Apparently Cruz himself called the police to say he wasn't right in the head.
