Agreed #2 is better.

2 is clearer overall, but 1 puts more of the focus on the subject. Assume ur goin for one or the other

There's some really simple photo editing tools that would allow you to do quite a bit with that picture if you have the original photo.

This one would be really solid if you would crop it at the anglers knees and remove that bottom 1/4 of the picture.
