need help with a situation

I am fairly new to all of the habitat improvement and food plot strategies, and have recently came across a situation that I am unsure of, so I have decided to ask what others have done to combat a similar situation. I planted two plots totaling approx. 1/2 acre this spring, provided 2 water troughs, mineral site, and feeder. The plot is an alfalfa, clover, and chicory mix and has been used almost to nothing, it attracted more deer than expected, and now it is too dry to put others in my 4 areas(1 acre total) that are cleared, 2 have been tilled but nothing else. Should I go ahead and till the others and plant and hope it rains and comes up before Oct.3 (opening of bow season) or wait til it rains and then put everything in the ground. Soil test has been done and I have everything that I need just waiting and unsure of what to do because I want to keep the deer around. Your ideas, comments, and experiences would be greatly appreciated.

Plow and plant. There is more moisture in the soil than you may realize. Seeds will sprout then they need rain, but they can't grow if you don't plant them.

what part of texas, some don't see rain much while other parts get 50" a year . So just how dry are you talking

I appreciate your replies, and hunt in central west tx. Close to where the rolling plains region turns to the hill country, avg rainfall for that area is between 15-24in. That area has exceeded those numbers I think by 10 or 12 inches this year but has been exceptionally dry/hot for the last couple of months.
