Late start on food plot?

I just gained access to 4 acre lot that buts up to a park reserve(only special hunts allowed). I have a small section that would make a great food plot location and help draw the deer in. I do not have access to a tiller or other equipment. Thinking of using a garden rake then some throw and grow. Does anyone have any recommendations? Is it too late? Baiting is illegal in MN so I cant use a feeder. Thanks

Rake to bare ground after the leaves drop and lime as needed. That will give your frost seeding better odds of success.
