I have a few of these Custom Moose Slips available.
Thanks to BB for the Moose Image...this is highly photo- realistic...and a BIG Butt!
Get behind it and grunt/rake with a paddle or scapula...or cow call...I believe it will work either way on a bull.

Decoys absolutely work. My hunter got a 12 yd shot but the Bull turned at his release, creating a complete miss, but he tagged out on a 54" Bull while hunting Maine's zone 1 in Sept 2013. The decoy sealed the deal for us ...
