Not sure what pack you are wearing but I cannot see the load lifters pulling the weight off your shoulders. Bob.

It looks like your waist belt is sagging and only making contact at the top. If that's the case than tightening that up will raise your pack up.

I think it is sitting too low. the waste belt is sagging and should come up a couple inches.

I think you need to adjust the photo. I'm getting a kink in my neck trying to view it upright.

Looks like a USMC ILBE made by Arc'Teryx with the daypack attached. Just used that set up to pack out an antelope about 2 miles.
