"You can gain a preference point as your first choice on your application to be used in another year. You can use your second choice to apply for a license"
Drawing a 2nd choice tag does not use any PP. the only thing to check is if the Cow tag is a class B tag if you still want to get a Bull/Either sex class A tag in CO.
There are a number of Cow tags that are class A which means you cannot get an OTC Archery Either sex tag as well.
However: you will not be in the first drawing for a cow tag, so even if there were 100% of people who got a cow tag with 0 points, that doesn't mean you will get a cow tag as a second choice. All that means is that 100% of those who put it as a first choice got the tag.
You need to look at how many leftover tags there were and what percent of those who put in as a second choice got a tag. To see that look under "Drawing summeries". Find your unit and look at the middle column. It will say Choice 1 drw choice 1 drw, choice 3 drw, choice 4 drawn.
That will tell you if and how many drew the cow tag as a second choice.
As far as not being a not being able to get an OTC tag if it is a class A cow tag. I am driving from Georgia, and logistically will only be able to hunt one or the other. Thanks again.
