Yes, you can hunt elk in many places without drawing a tag.

Colorado, Idaho, Oregon. Utah has some OTC any bull & spike bull hunts. You can buy a landowner tag in New Mexico.

Many Over The Counter (OTC) Game Management Units (GMUs) in Colorado. It can be as simple as stopping at Wal-mart and buying the tag and going hunting.

Other states also have OTC licenses.

MT has essentially OTC leftover tags I believe. Hear about leftover tags in WY but have never checked into it personally.

Ditto TD. Both of those states have guaranteed tags. It blows my mind how many people think that CO is the only state where you can plan a hunt knowing that you'll get a license for sure. But I love it! haha

It's been a long time since I got my OTC tag at the Wal-Mart or sporting goods store....but before the internet I did it almost every year.

IN addition to above, and if you participate and have deep pockets or are very lucky, there are auction and raffle licenses for elk in most states that have elk. And with most of these licenses, one can hunt in any elk season and state wide until the tag is filled..
