I have a couple friends heading to unit 441 for the first time and I was curious if I can get a tag over the counter?

Here you go.
Look like you can bowhunt with a general tag if I'm reading it correctly.

Think I would be OK to wait and get it when we get there?

I wouldn't wait. One less thing to worry about. (It would show your buddies you are committed!)

Yes, you can hunt 441 during the bow season with a general license (and a $10 archery stamp). During the rifle season, you can only hunt in the Bob Marshall Wilderness with a general license... So you should be good to go during the archery season.
You can get a NR Combo (leftovers) over the counter right now. I wouldn't wait too long, as they are limited in number and are first come, first served. To give you an idea, when the leftovers first came available on May 1, there were 1696 Big Game combos, 2086 Elk Combos, and 1635 Deer Combos. Now there are: 611 Big Game combos, 1846 Elk Combos, and 369 Deer Combos. There are some huge Mule deer in that area, so you may want to go with the Big Game Combo so that you have a general elk and a general deer license.

Look for the mule deer up where you would find bighorn sheep.
