I've found a couple wallows that have been lightly used. When would you sit these? Morning? Mid day? Later afternoon? Evening?

They will hit them at all times of the day depending on nearby terrain. If it's near a bedding/dark timber they will sneak out to them midday on real hot days. Wallows are not as reliable as waterholes in my opinion. I much prefer seeing a water source with Wallows around it.

I'd try sneaking in wind the winds are solid (late afternoon) but I would want to see them smashed before doing so.

It's a crap shoot during the rut especially. I had some luck with sitting on a wallow last year in the evening. It was warm and the rut was on. Holy cow, it's almost time fella's. Yeeeeeehaaaaw!
