1ST Elk hunt

I am planning on my first archery elk hunt in 2016. I am not looking for a trophy. Just an affordable and enjoyable hunt. I live in California and all options are open. Any advice would be awesome.

First I would look at states that have over the counter tags. Draw states usually have points needed to be able to draw and here in NM there are no preference points. Not saying you can't draw here but the best areas are the hardest to draw.
Now what do you consider affordable and enjoyable? I am sure our ideas differ on each of those aspects.
