If you just want a general tag I would apply special 1st choice general. If the other 2 are more important I would do the general 2nd choice but realize you may not be hunting in Wyoming this fall.
It may still be possible this year, but there's a good chance that it'll be a minority of the applicants and it could be zero.
If you want to give it a shot, you have to apply in the special elk draw and put the General tag as your 2nd choice.
If you really want the tag, put it as your first choice and forget the point.
If you put in the regular draw, you'll have zero chance at the Gen tag as a 2nd choice and about a 15% chance with it as your first choice with zero points.
Idyll neatly summed it up, but I'll throw out another option. You say you don't care about the size of the bull, so what I'm about to propose may not be an option you're looking for. My question is this...does it have to be a bull, or would you be happy with a cow this year? You could do as others suggest and apply for a Type 1 license as your 2nd choice. Who knows, maybe you'll be one of the lucky few that pulls a Gen license in the random draw and accumulates a PP as well, but not likely. If you want more than just those low odds, when you fill out your application for the Type 1, you can also submit a separate application for a reduced price cow/calf license. You won't be able to shoot a bull, but you'll get to hunt elk and accumulate a PP at the same time.
