the tactics can vary based on deer species, topography and location. if i can scout with binos or a spotting scope, i will find a good vantage point and spend time there early morning and in the evening. at this time i also take into consideration the location of the sun and likely wind currents at different times of the day. i then start narrowing it down and get closer looking for past years rubs, trails, bedding areas, etc., and try to piece clues together.
many hunters scout a lot now with google earth and similar sites or apps. i do to some extent, but always prefer to spend time in the area with boots on the ground so to speak.
there is lots of harvest data on line anymore that is also a useful scouting tool.
Bedding areas, travel routes, and water/food sources are good places to scout earlier, though. Find the does and the bucks will come.
