Can anyone tell me if a non resident can draw an archery tag for mule deer in 44 without any previous points. 2016 of course.

In 2015, there were 11 non resident applicants, and 5 available tags, all 6 applicants with 0 preference points did not draw.

Colorado has a very easy to use system to find the above information. Look on the CPW website. The attached picture is a screenshot of the results. Hoot is right for 2015. No way to know what will happen in 2016.
