In KS. the law is vague about the permit/tag issue. You need both a deer permit and a hunting license. I see NR hunters each year that have no intention of violating the law but still are not clear on it. Also, you need orange to hunt archery in the rifle or ML season. Two of the most common unintentional violations.
The intentional violations are another story.
Need the tag for whatever animal you intend to kill, archery permit, and conservation stamp. I leave tomorrow and have triple checked all my tags for the fall to ensure my ducks are in a row.
Wyo ATV can be bought online at my first link, takes 7-10 days and other wyo stamps can be purchased online and printed yourself.. Colo ATV can be bought at places like Sportsmens Wherehouse, colo lic and stamps can be purchased everywhere if you have your hunter safety card.
I know in Ca they like your horses to wear diapers on the trails.... Not officially, only suggested to me once by a couple hippies- grin.
