Wyoming quota question

I was looking at some draw odds for this year.

In the preference point special draw how is it possible to issue one more tag than the quota listed? Is it due to a successful party drawing the tag(s) and the party number exceeded the quota?

Sometimes a person will have a medical condition that won't allow them to hunt the year they drew. My buddy drew a moose tag but had a medical condition before his hunt, so the WY G&F carried it over to the next year . This may be the case!
