Bear/human spray

so I was looking to get a new bear spray and learned that bear spray is about 2% active ingredient and human pepper spray is over 20%. The bear spray has more range and a longer spray but I did see a human spray that was rated 18'. Why the big difference in concentration? Can the human spray be effective? What do I need to know?
