I cut my clover plot twice. The last time in July. I would like to cut it one more time this fall. It has some light freezing about five times so far.

Assuming sufficient rain, is it safe to cut the clover one more time?

Being in the far north I say the growing season is about done. I would leave it go as there will be more food in the plot. It's not going to do it much good or harm. Just more food in it. ED

DO NOT MOW this late in the fall. You want a little height on your clover going into the winter, so the deer can still find it when there is a little snow on the ground. (granted, by then clover is not their preferred source, but they will eat it, if short on other foods)

The last weekend in August is the last time I cut my plots each year.

no for the mow, and yes wheat will grow on top as long as soil not frozen. so will turnips mustard, you will need two months for it to mature though
