Where are you coming from? What state are you wanting to hunt? Colorado draw applications need to be in by April, if you don't get drawn then you need an OTC. New Mexico does not have a draw for elk, pure luck of the draw. What time of the season do you want to hunt? Are you in shape for many miles of rough up and down with several thousand feet of elevation change? Are you able to carry 100lbs long distance? Can you hunt remote mountain country and not have SAR come get you?

Ooops......NM does have elk draw, just does not have preference points.
