Unit 28 bear hunt Idaho

I am planning on a doing my first bear hunt this coming spring in Idahos unit 28. I would like to do a spot and stalk due to me living in Utah and maintaining bait on week to week basis would be very costly in travel expenses. Being a non resident I have the opportunity to buy the reduced tags in the wilderness areas.

I am not asking for any honey holes that people may hunt. I am looking for any information on a direction to go or places to start from.

Also If 28 is not an ideal place to find bear I would be open to hunting units 26,27, and or 29.
