An ideas what is up with this deers coat

I have talked to the Wisconsin state wildlife biologist about the deer that I have enclosed pictures of. They are really not sure what it is, but they think it is not the Mange, deer looks to healthy.

Sure looks like mange. Can't speak for deer, but canines can be extremely mangy and still look (and be) healthy.

I would guess mange. Yes deer can look scruffy when changing coats but he looks different than what that usually looks like in my experience.
