You are short of info: Do you have any points and if so, what states. If not, CO, ID, NM are states you can buy landowner tags.

"not terribly rough terrain"?? I see your from Indiana like me. If you're at 10k ft. and close to elk it's probably rough terrain. Count on it.

Have outfitter in Wyoming didn't get drawn, not 10,000 feet 10,000 budget, have taken two bulls Colorado diy public land looking for bigger bulls.

Forgot their new name but Montana Fish & Hunt co - for that price you will be able to hunt deer as well. They only take 10 hunters all year on their top property and usually are 100% success on good/great bulls. Tags are draw but almost guaranteed to draw.

Utah CWMU hunt New Mexico Gila Hunt Montana Central/Eastside Private Ranch Hunt Indian Reservation hunt Arizona (might be priced out here). Those are the areas I would focus on.
