Will I have any luck with 10 elk points, 9 deer points and 11/12 with moose sheep bison and goat?

Yep. May just not be very good. If you're not a max point holder, you're shooting for one of the random tags.

With 10 elk points there's only one unit you can draw and you have somewhere between 0.2 and 8% chance to draw a tag in the random draw in the other units.
9 points is not enough to draw any mule deer archery tag. The lowest point unit took 15 points last year. You have between 0.1 and 2.2% chance of drawing a tag in the random draw.
Moose took 26 points to draw last year. With 11/12 points you have less than 1% to 1% chance of drawing a tag in the random draw.
With 11/12 points you have less than 1% to 1% chance of drawing a sheep tag, bison tag or goat tag in the random draw.
It might seem like you have a lot of points but unfortunately you're a long way out from being able to draw most of those tags.

FYI - as a NR, you can pull almost any general archery mule deer tag. LE is a different story...

Hopefully you’ve got 9 pts for general deer tag. Gen deer and Wasatch archery elk only “good chance” of draw. The rest are long shots, less than 1%.

There’s always a chance…. Also be ready to answer a call from the DNR in the summer when someone turns a tag back and you’re next on the list. That’s happened to me a couple times. Utah and Co. Sends you into a frenzy.

Should've clarified, there are general preference points for deer and there are limited entry bonus points for deer. They aren't the same thing and are not interchangeable.
You can't use bonus points for a general hunt and you can't use general points for a limited entry.

My cousin drew a trophy bull unit tag in Utah on the first try two years ago. Never hunted elk before and he shot a dandy the 2nd day.
