What are everyone's thoughts on what is going to happen with archery tags next year?

I read the latest ND Outdoors magazine. If I'm reading it right it seems NDGF is looking at several options regarding deer management. One option being each hunter will only be eligible for one deer license, whether that be a gun, bow or muzzle loader tag.
Now, if I understood the article right, any changes that are coming are coming in 2015 not 2014.
I suppose they could make several changes for the 2014 season, but I doubt they will as they know that they need time to get this in front of the public.
