Does WV have a friggin leash law? Neighbors dogs constantly running loose and it wouldn't be so bad but they have about 10 and one just had bunch of pups done talked to them and have asked if they will put them up dont know how many bags of trash and pieces of various animal parts of crap I have picked up out of my yard and worst of all I know they run deer they have come through the front yard hard on their heels anybody have any suggestions?

I can think of 3 options. The first you may have messed up already by asking them to take care of them. Now if ANYTHING happens to them, or they up and disappear you're going to be the first one they think about.
Second, if you know they are chasing deer and you can talk to the game warden ahead of time so he knows what is going on, you can call him because they can legally kill dogs if they are chasing deer.
Third, if you remember that one growled and looked threatening while in your yard you can call the animal control officer in your county. If there is a safety concern they are obligated to inspect the situation. Then all kind of questions come into play. Rabies shots?, dog taxes, seeing where they drag potentially infectious items in your yard.

I'm not the first person that's talked to them bout the dogs so guess I am on the list of potential suspects lol and as for one showing any aggression one growled once when I was slinging rocks at him and as for chasing animals does ducks count as live stock? Was told one time before you could shoot a dog if it was chasing or killin chickens

Sounds like it was growling at you. I wouldn't mention the rocks. I guess if they want to claim a deer is livestock, why not a duck ? Especially if you PLAN to eat it. Of course you have the right to change your mind. I would run it by the police or warden, cause people can get in real trouble over killing dogs if people find out.
