NB Non-Res Moose Draw

Can anyone explain if the Outfitter Moose Tags will affect the Non-Resident Moose Draw?
I'm curious to know if the 50 outfitter tags will be taken from the 100 non-resident tag allocation or if the regulators have simply increased the annual herd harvest allocation.
Does anyone have an idea or answer?
