At first glance I thought it was a rare Jackalope. DNR has been stocking them to control the rattlesnakes.

could the water have been higher and the deer was dead floating and just happened to snag up on that stick?

It may have slipped while running. I once saw a forky knocked out while trying to cross a road. It's front feet hit some ice on the shoulder and he landed so hard on his chin he was out cold for 30 seconds or so.
He was not amused when he came to and found two guys standing over him.
On the other hand it might be a Firle kill...they like to marinate their meat a little :^)

Years ago tubing down the Sunrise River I found a dead hog hung up in just the same manner. I think it got washed down and coincidentally came to rest that way as the water levels dropped. Might be the same with your find.

Was the river frozen before the picture? It could've slipped in the ice and got caught up in there while trying to get up and died on the ice from stress.
