Deer check in question

Will hunters that have no access to the internet still be able to hunt this year? I would say it is no use to hunt if you are not allowed to check in deer. I think they are doing away with the conventional check in stations. And despite what some think not everyone has internet. I know some places that have to running water or toilet. Still have an outhouse. And there are some areas of the state that don't have any internet service. I was just wondering. I like the electronic check in though

even on a rotary phone... the state doesn't think the eastern panhandle can handle a new style phone but they sure love our money.
