Why does the electronic check in system start on April 1st? There is no season at that time that requires you to use it until later in the month when gobbler season comes in correct????

They started the system Jan. 1, they wanted 3 months to work out any bugs in the system before they allowed anything to be checked in. However, they wanted it working by gobbler season.
If they set it to go live April 1, then they have a couple weeks to make sure it's working ok.
If they waited to right before gobbler season and they see a problem they might not have time to try and fix it.

Gobbler - I meant the way you check animals in. The licensing stuff started Jan. 1st but somewhere it states that beginning April 1st we will have 3 ways to check in game - 1- by phone 2- internet and 3- checking station. My question is why does the checking in part become available April 1st - there are no season that are in at that time - correct?????

Right, I think it was just to give extra time to work bugs out
