There are far more of these lawbreaking types walking and driving (and hunting) among us than many care to admit. Even if only one of every 100 citizens who buys a hunting license is breaking major hunting laws, that's 2,500-3,000 bow/crossbow hunters and 6,000-6,500 gun hunters. That's not even counting the cheats who don't buy a license to hunt and fish. Anyone believe only one percent of license-buyers break rules to fill tags? If it's 10 percent, that's 25-30K bow/crossbow buyers and 60-65K gun license buyers who are willing to break laws to put venison on the table.
If 1,000 random license-holders were given an anonymous ballot with no fear of anyone ever learning how they voted, and were asked if they would ever break a rule if they knew they wouldnt get caught if it meant getting 1). a deer, 2). a buck, or 3). a trophy buck, how many do you think would say yes to each question? One percent would be 10 — and I think the answer would be far more than that.
