Are these decoys legal in WV or OH?

I don't know the answer to that, but if I were to take a guess, I'd say no. I would be extremely cautious when using such a decoy, if legal.

I had the same question because late mornings after the gobbling has quit sometimes I will go to a blind and set up a gobbler decoy with a couple of hens and call every 30-30 minutes and have had good luck doing that. Not as much fun as chasing gobbling birds but if they're not gobbling even with shock gobbling you can't do anything about thAt. I didn't want to buy the motor then find out it was illegal. So I just got off the phone with Col. Jenkins and yes they are legal. As long as there is no electronic calling device. But the motorized gobblers that will rotate with a remote are legal. The only thing illegal is an electronic call.

I don't know about Ohio.
