To all that pheasant and/or turkey hunt there is a change in what you need to purchase. It is now called "Resident Game Bird Conservation Stamp". It covers both pheasant and turkeys and previous pheasant totals of 2/day, 10/season still apply but turkeys are 5 total, either private, state land or both. There are other changes with general hunting/fishing licenses as my DEEP contact told me today. I'm sure this will change again so stay tuned. If anyone has heard anything else I sure would like to know so I can relay that back.
Haven't heard or seen anything like you described. The only change I know has occurred is the HIP permit and CT Migratory Bird Stamp and Conservation stamp are now required for waterfowl and are now merged. Most of the changes are for waterfowl.
I sure hope the turkey limits are not what you described. It would be disastrous. It would also mean that the private land/state land tags are now just a general tag to be used on either (like our archery tags). I can't see the state giving up all that revenue.

The migratory stamp is also required if you plan to hunt crows. Another 17.00.
Got this from DEEP: Due to legislative changes the turkey permits aren't available at this time. Once the Wildlife Division has finalized the details of the changes the products will be put back on the website.

Resident Game Bird Conservation Stamp The new legislation replaces the Pheasant Stamp AND turkey permits with a single $28 Resident Game Bird Conservation Stamp. This new stamp will be required to hunt any resident (non-migratory) game birds, including pheasants, ruffed grouse, partridge, quail, AND wild turkey. The cost of the Resident Game Bird Conservation Stamp will be half price – $14 – for Connecticut hunters ages 12 through 17. All revenues from the sale of Resident Game Bird Conservation Stamps will be deposited into a separate, non-lapsing account to use exclusively for the purchase and management of game birds and their habitat.
For the remainder of 2016, pheasant hunters will need either a Pheasant Stamp (if purchased on or before June 30, 2016) or a Resident Game Bird Conservation Stamp (if purchased on or after July 1, 2016). Wild turkey hunters planning to hunt in fall 2016 will need either a Fall Turkey Permit or a Pheasant Stamp (if purchased on or before June 30, 2016), or a Resident Game Bird Conservation Stamp (if purchased on or after July 1, 2016). Hunters pursuing wild turkeys in fall 2016 will NOT be required to hold both a Fall Turkey Permit and a Resident Game Bird Conservation Stamp.

you could have killed 15 birds under the old system as well, you just needed to buy both state and private land tags oh and be a landowner to achieve the 15 count. So the bag limit remains the same and the cost to us is less. Old system. $19 Spring State land, $19 Spring private land, $19 fall archery, $19 fall state land, $19 Fall private land for a total of $95. Now it will cost your $28. Definitely not in the best interest of the state to take less money is it.
Passinthru is absolutely correct. Being a State Hunting/Firearms instructor along with being VP of CT NWTF I have a lot of contacts at the DEEP and this is what I'm told. Most of them did not want this but finally agreed since we have been told the money goes into one account that funds "game birds" and nothing else. I hope they are correct and that this does not turn out to be another Malloy mess. They were not happy about the timing either. Stay tuned because I think there may be more coming. So is my archery Supersport license still valid for fall turkeys or do I have to go give the state more money?

Hmm. Correct me if I am wrong, but the archery super sport license only included a spring turkey permit correct?
I believe the way it is worded if you already purchased a fall turkey permit then you don't need the stamp. So if the above is true on the Archery super sport then you need the new stamp for the fall.
An easy way to check is login to the online licensing system and see if the Resident game bird stamp is available to you for purchase. If not then you probably met one of the requirements shown below. I know that is the case with my waterfowl stamp seeing I bought it in Jan.

Supersport includes fall turkey, or did. Spring turkey was an additional charge, and I believe it was, hey 28 bucks! So when I buy my turkey stamp next year, is it 28 for both seasons?

Read your current license it will list what turkey permit you have with your super sport. IF fall then you don't need the stamp. If spring, well you need the stamp to fall hunt. According to the physical 2016 hunting guide Archery super sport came with a private land spring turkey tag (PG 9 in above link).
From talking with a DEEP biologists DEEP wasn't very happy with this change as written and was pushed through the legislature to fast. It wouldn't surprise me if we don't see some changes to it in the next year or two.
