So, here we go....

Opening morning i kill a doe, can i use my doe stamp to tag her with, or does it go on my base license? Therefore making me have to buy an xtra buck stamp?

Unless something has changed, doe stamps are for antlerless firearms seasons. Additional archery stamps are either sex. If you're talking about bow season, 1st deer is on base license, additional deer are on additional stamps.

It says Rb stamps may be used in any order. Too much confusion and why does a bow hunter in an earn a buck light county have to spend $21 to fulfill the doe harvest requirement but a gun Hunter spends $10?

A 1 buck limit would simplify this issue. :)

There are not as many bowhunters so the have to mark up the money somehow

Additional archery stamps are either sex and have to be purchased before the season opens. If you kill a deer opening morning, you need a rb stamp to kill another deer with a bow in archery season.
