3 inch or 1 inch spike?

I noticed that when checking in my deer they wanted to know if the buck was greater than one inch. Didn't it used to be that a deer less than 3 inches was considered an an anger less deer? If so why wouldn't the ask if the buck was greater than 3 inches?

I meant to say antleless deer. Still wonder why they asked if my deer was greater than one inch.
