Drawing a tag and not purchasing
Wisconsin

In my opinion I think if an individual draws a bear tag and does not purchase it they should be exclude from drawing a tag or purchasing a preference point for a minimum of 5 years.whats y'all's opinions
I think no one should even be able to apply for a tag, unless they have a current hunting license, hows that................................
What would that accomplish? The people that draw and don't buy a license are all accounted for in the drawing statistics. They don't impact anything.
They do account for unissued tags Wich alot of them are probably anti hunters like if 1500 people don't purchase a tag they drew that takes the opportunity away from 1500 other people who applied
So there for that would also reduce the wait time in drawing a tag I know last year 1500 tags were drawn and never purchased in zone c alone
That's a big revenue loss for the state and for conservation
Are we talking houndsman or bait sitters? Iv been applying for years hoping someday i can get my father, uncles , my own kids involved into the sport of it. This has been going on for myself 28 years always apply give my great state a minor fee to allow me and my family to feel like a respected steward of the land and if we are to draw we will go. Providing the god ol boy upstairs allows.
It doesn't matter if it's baitsitters or houndsman if tags are not purchase the state loses money therefore conservation loses money and the only way to stop it is to penalize the ones who draw tags and do not purchase them.my numbers were off a little before but using 1500 tags not purchased as an example if 100 of those award tags were by non residents and they don't purchase them the state loses over 25 thousand dollars
Yes, the people who draw and don't purchase are accounted for when the drawings are done. It doesn't affect the wsit times. It doesn't affect the revenue generated.
Some of these people are antis that think they are messing with the system and some are hunters that for whatever reason choose not ro hunt.
It's no different than the idiots who buy antlerless tags thinking they are preventing someone else from buying it and killing a doe.
The quotas are driven by actual harvest numbers. The DNR knows that in order to harvest X number of animals they need to sell Y number of licenses, and in order to sell Y number of licenses they need to have Z number of people draw.
It's very simple statistics.
To myself its just like buying a park sticker for the year i may use if time allows. Or like subscribing to wisconsin natural resources publication that 88,000 of us do. It helps our great state but. They want to do away with that. Jus sayin.
1989 we went to a draw,,,,, you had to have a license,,,,, wait time was 3 years,,,,, I drew in 92 95 98, and then we went to 3.00 applications, open it up, and it went to hell
We were able to apply back then without a hunter education number! Guess what?
If you purchase an application and draw a kill tag, what you do with that kill tag is your choice. Either you purchase it, transfer it, or do nothing and then your points are gone.
Where are you getting your numbers that there were 1500 unsold tags in zone C for 2016. The report isn't even available yet. And if you are complaining about not drawing a tag for Zone C don't even start when it takes a grand total of "1" preference point to draw a kill tag.
We need less kill tags in zone C or subdivide zone C into 2 units and give tags out accordingly in the new zone and zone C. The amount of bears in zone C can handle the hunting pressure, but the number of hunter on the landscape is too high.
I am not complaining about not drawing a tag at all.i just believe there is a better way to do it then what is done right now
And the number 1500 is off was closer to a thousand at that came off the DNR website
Mike the DNR doesn't want bear in C in great numbers. Yoi will always see high numbers of permits for that zone with little management.
Many people, including me, feel that the harvest numbers would stay the same or increase and the quality of the hunt would improve greatly if zone C were split and the permit numbers were reduced in whatever the new northern unit is called.
The hunting pressure on the north edge of C is extraordinary. Many areas have a bait on every private 40, and as mentioned above the public land turns to a zoo when people show up last minute and start taking advantage of the existing baits.
I'm pretty sure it is a non-issue. I used to be on the bear committee and the issue of tags not being purchased was brought forward almost every year, the DNR isn't concerned over the small number that weren't purchased then. The average over a few years was around 20 tags that weren't purchased each year, the DNR did call the people that drew a tag and didn't purchase it one year. There were no anti-hunters that drew, at least that year, most had something come up in their life that didn't allow enough time to make it happen that year and others didn't have a place to go and a couple forgot to purchase the tag before the deadline.......that was when there was an early deadline to purchase. All in all, the amount of unpurchased permits was peanuts and not worth the time to pursue it in any more detail.
Skook, Many areas have 2 baits for every 40 acres of hunting land and public land in eastern Portage county. The number of baits that show up on the landscape 2 weeks before season is amazing!
Wildlife Posse: So you are a NR from Florida who has one preference point (applied by Dec. 10th, 2016 for a 2017 tag) & didn't draw a tag? Doesn't seem to me that you have "any skin in the game" to be worrying about people in Wisconsin drawing a tag & not purchasing one.
"So you are a NR from Florida who has one preference point (applied by Dec. 10th, 2016 for a 2017 tag) & didn't draw a tag?" I was wondering when someone would comment on that. The guys that don't live here (and can walk away any time) do not have a voice in the conduct of Wisconsin's seasons (and tag costs). If any of the guys from other states want to complain about any future increases in tag costs and availability it is pretty simple-move here and vote. I have been in the sunny south for almost two months and if you think that getting a little rough in "sticking it to the tourists" you should really give it a try. Maybe the "good guys" that have been in charge of Wisconsin for several years should address some of these issues. After all if not for those guys Wisconsin wouldn't be in the three lowest taxed states and perhaps we might have had full inclusion......
Seems to me that the system is overal a great success story we should be proud of. Sure, it may need some tweaks, but overall it has supported a growing bear population with a reasonable amount of hunter competition to allow a quality hunt in most areas.
