Plus, participants pay $10 each and admission is charged at the door. Schools provide archery equipment and the state tournament is run by volunteers.
Maybe Commissioner Wilson meant the federal grant is contingent upon states not having a one buck limit? I'm not sure of that because both Ohio and Kentucky have Archery in Schools. I just don't follow how a change in additional buck stamps causes the loss of a federal grant.
Maybe he got his info from the contacts in Kentucky and Ohio who said something like .7 and .9 percent of their out of state license sales come from WV.
