Why is Unit 19 attached to other Units ?

Wondering why Unit 19 is attached to Units 10, 11, and 14 on the non-resident deer tag applications.

It's to encourage hunters to kill more deer in that unit, which spreads across much of the rural suburbia of the Kansas City, Lawrence and Topeka metro areas. Lots of deer, Very, very little public access for hunting them.
