Field procesing deer

I have not hunted in W.Va. in many years, but may start again.I only hunted public land and not since CWD became a problem and before on- line check in of deer.I am wondering if it is legal to just quarter deer in the woods and pack out meat and this would avoid any issue with transporting any spinal material.thanks
