Is it illegal to set up an electronic deer feeder on state property. Came across one. If another hunter cuts down the limbs you use to climb into your portable stand, does that constitute hunter harassment?

Electronic feeders can be used in public areas, if the goal is to use this solution to the problem of animal nutrition deficiency.
