CPER access in the grasslands?

I've heard it may be possible to gain access to some of the CPER land located in the grasslands. Googling hasn't gotten me much info and I thought I'd check here to see if any of you have some insight on how to go about obtaining the items needed to gain permission.

Use to you could stop by headquarters and fill out a form and hunt. Now it is closed to hunting with signs to that effect all around it. I am referring to land just south of WY east of HWY 85.
