I was on the road to Idaho and didn't attend but I listened in on sd.net to about 1/2 of it. Some info I gleaned is that the citizens proposal to change Youth and Mentor tags to Whitetail only was voted down NO.

There was a citizens proposal that I hadn't heard of to change the archery opener from 4th Saturday in September to the 2nd Saturday in September. Comment period should follow before any votes. Also, GFP asked to rescind requirement for NBEF course for elk bowhunting and first time bowhunters/under 16 etc. They wanted to line it up with HuntSafe. SDBI will come out with a position against that one once we get the language of the proposal I'm sure. Should also see public comment period on that one. Finally, It looks like the commission wants to have a deep dive type conversation on all Resident and Non-Resident hunting. I have no idea if that will spur the LAU archery numbers or an overall statewide cap. They seemed to want to know where the GFP came up with the 8% used.

Also, the proposed Sully county rifle permit split (public/private) appears to be dead until more information is provided.

Thanks DR, hopefully you got all those baits put out! I was also a little surprised on the bowhunter education requirement being stripped. I'm not sure what the purpose is behind that one. Bowhunter ed is incredibly important IMO for young and inexperienced archers. I was happy to see the earlier start date suggested. It brings us closer in line with our neighbors on start dates.

2018 East River Deer Hunting Season Set

PIERRE, S.D. – The South Dakota Game, Fish and Parks (GFP) Commission finalized the 2018 East River deer hunting season to run from Nov. 17-Dec. 2. The antlerless-only deer hunting dates will run Dec. 8-16.

There will be 21,075 one-tag licenses and 5,250 two-tag licenses available for the 2018 hunting season.

The Commission rescinded last month’s proposal regarding the establishment of a Limited Access Unit (Unit 59L) in Hughes and Sully counties north of Oahe Dam in Hughes County and west of SD Highway 1804 to Bush’s Landing in Sully County. The current unit boundaries for Sully and Hughes Counties and license allocations will remain unchanged.

2018 West River Deer Season Set and Depredation Permits

PIERRE, S.D. - The South Dakota Game, Fish and Parks (GFP) Commission finalized the 2018 West River deer hunting season to run from Nov. 10-25. The antlerless-only deer hunting dates will run Dec. 8-16. Season dates for Unit 30A in Gregory County will be Nov. 3-6 and Nov. 19-25.

The Commission also gave the department authority to issue depredation licenses for big game, should conditions warrant; to now begin Aug. 15 and running through March 31 (excluding elk).

The Commission modified the dates that the pool of hunters is valid from Dec. 1 to the following Dec. 31 for all species and eliminated the $20 fee for elk depredation permits.

GFP Commission Finalizes Archery, Muzzleloader and Youth Deer Seasons

PIERRE, S.D. – The South Dakota Game, Fish and Parks (GFP) Commission finalized the archery, muzzleloader and youth deer hunting seasons at their May meeting in Custer State Park.

The muzzleloader deer hunting season will run from Dec. 1, 2018 – Jan. 1, 2019, for both any deer and antlerless whitetail deer licenses.

Black Hills archery deer hunters will now be required to obtain and possess a free access permit. Access permits for the Black Hills will be issued on an unlimited basis.

The archery deer hunting season will begin Sept. 22, 2018 and end on Jan. 1, 2019.

The youth deer season will begin Sept. 8, 2018 and end on Jan. 1, 2019.

Sand Lake National Wildlife Refuge, Lacreek National Wildlife Refuge, Waubay National Wildlife Refuge, and Waubay State Lake State Game Refuge archery seasons also end Jan. 1.

GFP Commission Proposed to Allow Armed Accompaniment

PIERRE, S.D. - A proposal by the South Dakota Game, Fish and Parks (GFP) Commission would allow archers to carry firearms with them while bow hunting, provided they have a firearm big game license valid for the same geographic area and time of year as the archery license.

Another proposal would also allow for an armed non-bowhunter to accompany them. Under this proposal, the firearm hunter would need to possess a firearm big game license valid for the same geographic area and time of year as the archery license.

GFP Commission to Allow Muzzleloader Handguns for Big Game Hunting

PIERRE, S.D. – A proposal by the South Dakota Game, Fish and Parks (GFP) Commission would allow for the use of muzzleloader handguns for big game hunting. The proposal would also set the standards for muzzleloader handguns and remove the factory-rated requirement that was set in rule.

The proposal calls for a minimum standard of .50 caliber bullets when big game hunting as the vast majority of loads using smaller calibers do not meet the standard currently in place for foot-pounds of energy at the muzzle.

The proposal also changes the term “factory rated” to “rated.” As currently written, the use of the term “factory rated” suggests that hand loaded ammunition is prohibited.

GFP Commission Reviews Archery Season Dates

PIERRE, S.D. – The South Dakota Game, Fish and Park (GFP) Commission is currently reviewing the season start date of the archery deer hunting season.

During the draft of the statewide deer management plan, this topic was brought forward for consideration. The GFP Commission discussed alternative dates and propose to move forward with a start date of Sept. 1 for consideration and conclude Jan. 1. GFP Commission Proposal Removes Age Restriction for Mentored Hunters

PIERRE, S.D. – The South Dakota Game, Fish and Parks (GFP) Commission proposed to remove the minimum age restriction for mentor deer, antelope and turkey seasons; currently set at age 10.

The 2018 South Dakota Legislature passed a bill removing the minimum age under the mentor hunter regulations. The proposal would align department rule with the legislative action. Any youth, less than 16 years of age, would be eligible for their resident parent or guardian to purchase no more than one mentored antlerless deer license, one doe-fawn antelope license, one fall any turkey license and one spring male turkey license for a designated mentored youth.

GFP Commission Proposal Establishes Apprentice Deer License

PIERRE, S.D. – In an effort to recruit new and reactivate former deer hunters, the South Dakota Game, Fish and Parks (GFP) Commission proposed to establish an apprentice hunter deer season.

The proposal would change the name of the youth deer hunting season to apprentice hunter deer season. The season would run from Sept. 8, 2018 – Jan. 1, 2019. Any resident who has never held a deer hunting license or who has not held a license to hunt deer during the previous ten years would be eligible for this license and hunting season.

Hunters may purchase one any antlerless deer hunting license for this season.

This proposal would not affect the current mentored or youth hunting licenses.

The proposal would also remove the current closed restriction on Farm Island State Recreation Area and LaFramboise Island Nature Area in Hughes County for apprentice archery deer hunters.

GFP Commission Proposes Fur Dealer Rule Changes

PIERRE, S.D. – The South Dakota Game, Fish and Parks (GFP) Commission proposed to create a new rule requiring all fur dealers to list employees/agents on their application who will purchase or contract to purchase fur-bearing animals. In addition, it also allows the department to refuse the issuance of a license to a fur dealer with an employee/agent who has received a suspension or revocation of their fur dealer’s license or who has been denied issuance of a license.

The rule is similar to a rule change the Commission passed earlier this year for commercial bait dealers.

GFP Commission Proposes Snaring and Trapping Changes

PIERRE, S.D. – A proposal from the South Dakota Game, Fish and Parks (GFP) Commission would require individuals who trap or snare on public lands and improved road rights-of-way to mark their equipment with their name and address or a personal identification number.

The proposed rule would apply to all public lands and improved rights-of-way, statewide. If an individual would choose to use a personal identification number, GFP would generate and issue one unique number per individual.

The Commission has also proposed to extend the current prohibition for the use of snares on public lands and improved road rights-of-way, statewide, from May 1 through the end of the pheasant hunting season. The Commission also proposed that no snares using springs or other powering devices that hold the snare closed may be used on Game Production Areas and Waterfowl Production Areas above water, year-round.

GFP Commission Proposes to Eliminate Group Size Hunting Restrictions; Elimination of Preference Point Timeframe Rule

PIERRE, S.D. – South Dakota pheasant hunters would no longer be restricted to hunting with 20 people or less if a proposal from the state’s Game, Fish and Parks (GFP) Commission is passed in June.

Hunters would still not be able to carry archery equipment, crossbows, muzzleloaders or firearms during small game hunts.

The Commission also proposed to eliminate the rule that would forfeit any preference points accumulated after five years of not applying for a certain season.

GFP Commission Proposes CWD Checks for Deer Harvested in Custer State Park

PIERRE, S.D. – A proposal from the South Dakota Game, Fish and Parks (GFP) Commission would require successful Custer State Park (CSP) deer hunters to submit samples of their harvested deer to be tested for Chronic Wasting Disease (CWD).

Similar to the current requirement for harvested elk in CSP, test results will be used for determining a random prevalence rate of CWD for deer within the park. To learn more about CWD and its known presence in South Dakota, visit https://gfp.sd.gov/wildlife-disease/.

The September 1 proposal listed in Dakota's e-mail is a pretty large expansion IMO. The statistics listed with regard to responses from public survey's were pretty clear the numbers showed respondents thought the seasons were about right. I wouldn't be opposed to a September 15 start or a 3rd Saturday designation. I realize most of the western states do start earlier, I'd just fear what 'could' happen with further increases in NR license sales, leasing and outfitter expansion with this. Also, I 'think' this may put ER whitetails into a more vulnerable position on summer feeding patterns pre-crop harvest. As with everything else, we will see I suppose.
