OTC Archery elk tag question

I was unsuccessful in the draw for archery elk and deer...question: Is an OTC archery big game tag unit specific or can I change to another OTC unit if I choose while the season is in?

You can hunt any OTC unit anytime during the season, you don't have to pick one.

There is a map in the brochure that defines the OTC units. Actually there are two maps one OTC either sex and one OTC cow only.
